Review and Licensing Approval of Yankee's RELAPSYA Computer Program for LOCA Analyses

Dear Sle:

By letter dated January 14, 1983 [ Reference (b)), Yankee submitted RELAPSYA, a Computer Program for Light-Water Reactor System Thermal-Hydraulic Analysis, to NRC for review and licensing approval.

Since that time, we have provided several additional submittals and hold numerous discussions with your staff concerning the Code's development and topical licensing review.

During the discussion with your staff regarding the status and future schedulo of NRC's review of the RELAPSYA Code, your staff indicated that NRC resources were such that a full commitment could not be made to perform the necessary safety evaluation reviews on a schedulo consistent with that outlined in to thin lotter. Vermont Yankee acknowledges the substantial level of NRC resources required to comploto the licensing review of the Code on a timely schedulo; therefore, Vermont Yankeo management is willing to meet and discuss the significant safety benefits resulting from this effort prior to the expenditure of further resources.

The development of this plant-specific analytical capsbility was initiated over five years ago and is consistent with NRC's efforts to promote safety-related development efforts of this kind. The RELAPSYA Code will provide Vermont Yankee with a LOCA analysis capability that will cover the entire break size and location spectra for LOCA events in a manner which conforms to the requirements contained in 10CFR50.46 and Appendix K.

Vermont Yankco considers the development and licensing of the RELAP5YA LOCA Codo to be one of high importance and one in which NRC's review schedule has direct impact upon our planned application of this method for Vermont Yankee's Cycle 14 high energy bundle reload.
