Supplemental Response to Generic Letter 96-04, Boraflex Degradation in Spent Fuel Pool Storage Racks This letter provides supplemental information in response to Generic Letter 96-04:
Boraflex Degradation in Spent Fuel Pool Storage Racks. Our original response to Generic Letter 96-04 was submitted to the NRC by letter dated October 23,1996 and a supplemental response was submitted by letter dated December 6,1996. Because of additional development work that was necessary to adapt the EPRI RACKLIFE computer program to the Prairie island specific spent fuel pool conditions, we were unable to provide a full assessment of the physical condition of the Prairie Island Boraflex spent fuel racks in our October 23,1996 response.
The assessment of the Prairie Island spent fuel racks using the EPRI RACKLIFE program, while not complete, provided sufficient preliminary information to allow for an updated response to Generic Letter 96-04. An assessment of the physical condition of l
the Boraflex in the Prairie Island spent fuel racks was attached to the December 6, 1996 letter. In that attachment, we stated:
While preliminary results from the RACKLIFE analysis indicate that some of the f
l spent fuel pool cells are outside their design basis, additional developmental

l work is still required to fully quantify the extent of Boraflex degradation in the Prairie Island spent fuel storage racks. We expect the RACKLIFE analysis to be /)
'g completed by January 15,1997, and a supplemental response to Generic Letter 96-04, including the final results of the EPRI RACKLIFE calculations, will be submitted to the NRC at that time.
However, due to coding problems that appear to be related to the version of FORTRAN used in RACKLIFE, final results are still not available. It is anticipated that final results 9701220453 970115 l

i USNRC NORTHERN STATES POWER COMPANY January 15,1997 Page 2 will be available by March 31,1997. We will submit the analysis when it has been completed. This is a change to our previous commitment to complete the analysis by January 15,1997. Note that the December 6,1996 response included corrective actions that were sufficiently conservative to allow for complete loss of Boraflex.
Therefore, the additional delay will have no safety significance.
