GENERAL PUBLIC UTILITIES NUCLEAR CORPORATION DOCKET NO. 50-320 THREE MILE ISLAND NUCLEAR STATION, UNIT 2 INTRODUCTION By letter dated April 12, 1985, the General Public Utilities Nuclear Corporation (GPUNC) requested a change to the Appendix B Technical Specifi-cations of Operating License No. DPR-73 for the Three title Island Nuclear Station, Unit No. 2 (TMI-2). The requested change is administrative and effects consistent usage of terms throughout the Technical Sp?cifications.

, DISCUSSION AND EVALUATION i

Section 2.1.2, Gaseous Ef fluents of the Appendix B Technical Specifications j in part requires the licensee to monitor radioactive gaseous releases from i the facility. The current term used to describe the testing of radiation vent monitors is " instrument channel test." The licensee proposes to l

) change the nomenclature to " instrument functional test." The purpose of i

j this proposed change is to effect consistent terminology throughout the i Technical Specifications. This request involves only the nomenclature used l and does not entail any change in the methodology or frequency of testing and, therefore, is acceptable.

I Department of Environmental Resources, Comonwealth of Pennsylvania, of the proposed determination of no significant hazards consideration. No coments were received.

ENVIRONMENTAL CONSIDERATIONS This amendment involves a change in the nomenclature used to describe the I

testing of radiation vent monitors. The staff has determined that the amendment involves no significant increase in the amounts of any effluents 2

that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Comission has previously issued a proposed finding that the amendment involves no significant hazards consideration, and there has been no public coment on l such finding. Accordingly, the amendment meets the eligibility criteria  !

for categorical exclusion set forth in 10 CFR Sec. 51.22(c)(9). Pursuant i

i to 10 CFR 51.22(b) no environmental impact statement or envircnmental i

! assessment need to be prepared in connection with the issuance of this

! amendment.

Conclusion Based upon the staff's evaluation of the proposed change to the Three itile

!sland Unit 2 Appendix B Technical Specifications, the staff has concluded

that: there is reasonable assurance that the health and safety of the 1

public will not be endangered by operation in the propcsed manrier, and such activities will be conducted in compliance with the Comission's regulations and the implementation of this change will not be inimical to the ammon defense and security or to the health and safety of the public.

The staff therefore concludes that the proposed change is acceptable.
