50-328 Following completion of the Appendix R evaluation for the ERCW pumping station and Diesel Generator Building at the Sequoyah Nuclear plant (SQN), three items were identified which required resolution in order to achieve compliance with Appendix R at these locations. One item required resolution before removal of the firewatch at the ERCW pumping station; the existance of two 6-inch diameter scupper holes and one 30-inch by 20-inch hole for a trash sluice in each of the two interior walls that separate redundant divisions. TVA has submitted a deviation to the literal requirements of section III.G.1 of 10 CFR 50, Appendix R (refer to deviation No. 9 of my letter to you dated December 18, 1984). The other two open items were modifications for emergency lighting at the Diesel Generator Building (DGB). Portable lighting units had been placed outside the shift engineer's office as a compensatory measure for emergency lighting.

We understand that agreement on the resolution of NRC concerns in these areas has bcen reached through previous telephone discussions with NRC representatives from NEC-NRR and NRC-Region II.

The first telephone conversation was on June 9, 1985 with D. Kubicki (NRC-NRR) in which NRC indicated that no technical problems existed with the proposed deviation and that approval of the deviation would be documented in the forthcoming safety evaluation report on Appendix R for SQN.

In the second telephone discussion on June 19, 1985 with NRC representatives, Pat Madden and Al Ignatonis, NRC-Region II acknowledged acceptance of the deviation for scupper holes at the ERCW pumping station and acceptance of the compensatory measures for emergency lighting at the DGB.

NRC also provided approval of the removal of "firewatches" at these locations because of Appendix R considerations.

Additionally, NRC indicated that approval of the removal of the firewatches could be obtained by telephone conversations with NRC-Region II discussing each request on a case-by-case basis.
