Dear Mr. Shallo:
This refers to export license XSNM02748, issued to Transnuclear, Inc. on January 19, 1994, which authorized the export of 280.0 kilograms of uranium, containing 260.9 kilograms of uranium-235 (93.15% enriched), and 2,481.0 kilograms of thorium in the form of mixed uranium and thorium carbides as unirradiated fabricated fuel.
The material was authorized for export to C0GEMA in Pierrelatte, France for recovery of the uranium and thorium and for down-blending of the HEU to LEU for ultimate use as LEU fuel in research reactors.
In letters dated September 8 and September 24,1993 C0GEMA, Inc. confirmed that the material would be blended down to less than 20% Uranium-235 and noted that written notification would be provided upon completion of all blending operations.
The final shipment of the material was exported to France in June 1994; however, the NRC has not received any information regarding the status of the blending operations. Would you please provide an update on the status of the downblending at your earliest convenience.
