Denton, Director Office of Nuclear Reactor Regulation SUBJCCT: GESSAR II SEVERE ACCIDENT REVIEW I an sending this memorandum to express concern over the pace at which the ACRS appears to be progressing in its severe accident review of the GESSAR II design. The GESSAR II Subcomittee has now met for a total of nine days.

These meetings have covered a nultitude of topics related to the GESSAR 11 design. Many of these topics were previously discussed during the ACRS deterministic review of the GESSAR II design. The Subcomittee meetings have been extensive in both scope and detail.

To date, the full Conmittee has met on the GESSAR II for 15 hours1.736111e-4 days <br />0.00417 hours <br />2.480159e-5 weeks <br />5.7075e-6 months <br /> over a period of five days. During that tire only five topics had been discussed. During the June meeting, the staff was not able to complete its presentation due to the scheduling of a one-hour closed executive session. Rescheduling the executive session to allow the agenda to be completed would have alleviated the need for the staff, their censultants and GE to return to discuss the remaining agenda items. The staff and GE returned for two hours on July 12th to discuss variations of the topics from the June meeting. Due to the two-hour time constraint, th9 agenda was still not completed. This pace does not appear to be consistent vith the Commission's emphasis on standardization and it is straining the staff's resources, as well.

On June 28, 1985, the staff provided the ACRS with advance copies of SSER-4.

This supplement eddresses all of the remaining outstanding issues for the GESSAR II severe accident review euept for one--relay chatter. This supplement, which has subsequentiy been published, should enable the ACRS to complete its severe accident review of GESSAP II. The staff expects to have completed its review of relay chatter prior to the final full Conmittee meeting.

The staff understands that a one-day Subcomittee meeting on GESSAP. II has been scheduled for August 7, 1985; GESSAR II will again be considered by the full Comittee at its August meeting; and at least one more Subcommittee meeting and one more full Committee meeting will be held before the ACRS completes its CONTACT:
