REVIEW 0F WCAP-14181, " EVALUATION OF THE P0TENTIAL FOR DILUTING PWR SPENT FUEL P0OLS" l

The Westinghouse Owners Group (WOG) submitted WCAP-14181 to the NRC via l letter dated July 28, 1995 (0G-95-063). As stated in the submittal, the topical was submitted for information only and was provided as supporting information for the WOG boron credit program. At that time the WOG stated  ;

that if a review of the topical should be performed, the staff should obtain l WOG concurrence prior to initiation of the review. In a request for i additional information regarding WCAP-14416, " Westinghouse Spent Fuel Rack Criticality Analysis Methodology," dated August 30, 1995, the staff requested WCAP-14181 be submitted for NRC review. By letter dated September 21, 1995 (0G-95-076), the WOG submitted WCAP-14181 for NRC review and approval. As part of the effort on WCAP-14416, the staff met with representatives of Westinghouse, the WOG, and Prairie Island (the lead plant) on August 27, 1996, and made a presentation at the Committee to Review Generic Requirements (CRGR) .

meeting on October 8, 1996. The results of the meetings were summarized in' documents dated September 18, 1996 and November 7, 1996, respectively.

Subsequent to the meetings, the staff, in a letter dated October 25, 1996, accepted WCAP-14416 for referencing in license applications to the extent specified and under the limitations enc.losed in the evaluation. As discussed with the WOG at the August 27, 1996, meeting, the staff has concluded that the evaluation of dilution events must be performed on a plant-specific basis.

Therefore, the staff has terminated its review of WCAP-14181 and will not reach a generic acceptability determination for the use of this document in licensing applications.
