- Pursuant to Subtitle E of the Small Business Regulatory Enforcement Fairness Act of 1996, 5 U.S.C. 801, the Nuclear Regulatory Commission (NRC) is i submitting Regulatory Guide 4.20, " Constraint on Releases of Airborne
. Radioactive Materials to the Environment for Licensees Other than Power Reactors."
- Regulatory Guide 4.20 provides guidance on methods acceptable to the NRC staff

for compliance with the constraint on air emissions to the environment that is 1 j required by the Commission's regulations.
