RESPONSE TO IE INSPECTION REPORT 85-004 IE Inspection Report 85-004 dated June 11, 1985 transmitted the results of a routine announced inspection of the Big Rock Point Plant emergency preparedness exercise. One exercise weakness was identified in the report.

Our response to the weakness is as follows:

Weakness (155/85004-01)

As indicated in Volume 9, Section 9.2.4.3.C of the licensee's emergency plan, one of the objectives is to assess offsite radiological conditions during and following an emergency. The licensee failed to demonstrate the capability to meet this objective during this exercise. The EOF was unable to effectively coordinate the offsite monitoring teams to locate the plume centerline and edges. (155/85004-01)

Response

1. Cause The radio operator was unfamiliar with the area around Big Rock Point as well as his responsibilities as monitor and controller of the offsite teams. In addition, management of his activities was limited due to the radio being located in another room from that of the Health Physics team which was responsible for assessing offsite radiological conditions.

3. Action to Prevent Recurrence An enhanced training program will be initiated for all non-plant radio operators. Program will cover familiarization with Big Rock Point area along with radio communications training.

If available, radio operators for the EOF will be provided from the plant staff.

The radio used to contact the offsite teams will be relocated to a location near the Health Physics team in the EOF where closer management attention can be paid.

4. Date When Full Compliance Will Be Achieved The above corrective actions including moving the radio will be completed by end of the third quarter 1985. Until that time our Remedial Corrective Action will remain in place.
