Dear Mr. Norelius:
Toledo Edison acknowledges receipt of your May 28, 1985, letter (Log No. 1-1177), Notice of Violation, and Inspection Report No. 50-346/85009.
In a letter dated July 2,1985 (Serial 1-548), Toledo Edison requested an extension of the response due date to July 27, 1985.
Following an examination of the items of concern, Toledo Edison herein of fers information regarding Item 1 (50-346/85009-03) contained in the Notice of Violation. As stated in your May 28, 1985 letter, corrective action has been taken to correct Notice of Violation Item 2 (50-346/
85009-01) and that no response is required for this item.
Violation 1:
10 CFR 50, Appendix B, Criterion V, as implemented by l
the Toledo Edison Quality Assurance Manual, Section 17.2.5, required the licensee to prescribe activities affecting quality by documented procedures and to accomplish these activities in accordance with these procedures.
PT 5131.02, " Verification of Computer Calculations,"
states, "The frequency for performing this test shall l
be monthly at the beginning of a fuel cycle until the I
computer has been verified to consistently perform satisfactorily."
Contrary to the above, from the beginning of Fuel Cycle 5, which commenced January 15, 1985, through March 21, 1985, the licensee did not perform PT 5131.02 to verity, by hand calculations, the computer enicula-tions of thermal power (346/H5009-03(DRS).

(1) Corrective action taken and results achieved.
A Temporary Modification (T-9176) has been written for Periodic Test (PT) 5131.02, Verification of Computer Calculations, to require that the heat balance section of the procedure be done on a weekly basis.
Station personnel have also been assigned the responsibility to ensure that the computer calculations are verified as scheduled.
Since May 10, 1985, the results of each run of PT 5131.02 have been acceptabic.
A weekly comparison of the data used in the computer heat balance calculation versus actual instrument readings has also been added to PT 5131.02 to increase confidence in the computer calculations.
(2) Corrective action to be taken to avoid further noncom-pliance.
i A new classificaton of test other than Surveillance Test (ST) and Periodic Test (PT) will be estrclished to place a stronger emphasin on non-Technical Speci-fication tests which have critical time restraints.
Verification of Computer Calculations PT 5131.02, will be included in this new classification.
(3) The date when full compliance will be achieved.
The new test classification system will be estab-lished and PT 5131.02 incorporated into the new system by October 18, 1985.
