Dear Mr. Aamodt:
This is in response to your letter dated May 23, 1985, in which you requested, pursuant to the Freedom of Information Act (F0IA), records regarding NRC staff knowledge that several control rods did not fall into the reactor core in the TMI-2 accident in March 1979, resulting in an incomplete " SCRAM".
The NRC staff informed me that the following documents are responsive to your request:
The TMI-2 Final Safety Analysis Report (FSAR), which is already available in the Public Document Room (PDR), and GEND-INF-038, "An Assessment of the TMI-2 Axial Power Shaping Rod Dynamic Test Results," a copy of which is enclosed. The staff notes that these documents explain that the rods in question are the axial power shaping rods (APSR's) and perform no safety or criticality control function. They are not inserted during reactor shutdown.
These rods remained at the partially withdrawn position throughout the duration of the TMI-2 accident.
This completes NRC action on your request.
