3 NRC-32-83-685 Modification No. 23 Page 2 of 2 The purpose of this modification is to make a correction to Modification No.'s 20 and 21. Modification No.'s 20 and 21 dated February 22, 1996 and December 20, 1996, respectively, should be identified as Modification No 's 21 and 22.
