IE INSPECTION REPORT 85-010 COMMITMENT CLARIFICATION AND REVISION IE Inspection Report 50-255/85-010 (DRSS), dated May 21, 1985, contained an item of noncompliance (255/85-010-04) for a failure to follow radiological access control procedures. As an example of this type of failure, the routine use of Auxiliary Building Door 168 for other than emergency purposes was noted. A response was submitted to this item of noncompliance by Consumers Power Company Letter dated June 20, 1985.

Consumers Power Company submittal dated June 20, 1985 in response to this item of noncompliance committed to provide a local and remote alarm on Door 168 to alert appropriate personnel of door usage. Full compliance was to be achieved by September 30, 1985.

In addition to the commitment to install the alarm, a periodic surveillance of the Door 168 access card reader was implemented.

Since the card reader records the identity of all personnel utilizing the door, each entry can be evaluated, and any unnecessary or unauthorized use may be reported for corrective action.

The periodic surveillance of the access card reader has achieved the desired effect of reducing the Door 168 usage to authorized or emergency entries. In addition to the surveillance, a remote alarm on Door 168 alerts security personnel of any use of this access. Also, it should be noted again that entry into the Auxiliary Building is limited to operators and security personnel by the access card reader. As a final method to assure only authorized usage, a door lock will be installed on Door 168 to prevent all egress from the Auxiliary Building with the exception of emergencies or preplanned evolutions.

Palisades Plant IEIR 85-010 Revised Commitment September 30, 1985 Based on the foregoing discussion, the desired results will be achieved without. installing any additional local or remote alarms. Therefore, the commitment is changed to include installation of the door lock on Door 168 as an alternative to the alarm installation.

Full compliance will be achieved by October 30, 1985.
