This refers to the inspection led by Mr. J. T. Conway of this office on September 10-11, 1985, of your facility in Columbia, Maryland, and to the discussions of our findings with you and members of your staff at the conclusion of the inspection.

The purpose of this inspection was to determine if recently identified instances of training material provided to utility employees by General Physics Corporation instructors on practices that could mislead NRC inspectors is a characteristic of General Physics training courses. In addition, implementation of your quality assurance program was reviewed as it relates to the development of training programs associated with safety related components. Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

The inspectors concluded that presentation of the potentially misleading course material mentioned above was an isolated instance followed by a second instance with modified but still objectionable material. They concluded that this occurred because of a lack of management involvement in the quality of short training courses (one to two days duration). We are concerned that after having received adverse comments from course participants and after the course was modified, the utilities involved were not notified of the inappropriate description of licensee /NRC interactions contained in the course.

Let me emphasize that material of the type contained in the course referred to, and the implications that can be derived from it, are totally unacceptable to the NRC. In view of the potential impact that your training has on the employees of nuclear power facilities and, therefore, on the safe operation of those

-facilities, you must take every practicable step to ensure the accuracy and quality of course material. In addition, I remind you of your responsibilities regarding your instructors' qualifications and their professionalism whenever they instruct nuclear personnel. Therefore, management involvement in the preparation and review of course material and measures to ensure that, when presented, it reflects your company's policies, are essential.
