This refers to the inspections conducted by Mr. S. D. Alexander of this office on April 22-24, May 22-24, 1985, and September 11-12, 1985 of your facility at New Haven, Connecticut and to the discussions of our findings with Mr. G. G.
Littlehales and other members of your staff at the conclusion of the inspections.
The inspections covered by this report are part of a series in which the NRC is closely following the requalification program you are conducting on currently manufactured cable for safety-related service in nuclear power plants. While the NRC is observing testing and reviewing documentation to verify compliance with regulatory requirements, the responsibility for evaluation of results and determination of qualification for particular plant applications remains with the individual licensees.
The purpose of this group of inspections was to observe post loss-of-coolant-accident (LOCA) simulation testing on chemically cross-linked polyethylene (CXLPE) insulated cable samples, observe initial phases of the LOCA simulation on radiation cross-linked polyethylene RXLPE samples, observe post-LOCA testing of RXLPE samples, review related documentation and review your corrective actions in response to our previous inspection findings. Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, we found no instance where you failed to meet NRC requirements. However, there remain several open items which will be reviewed during future inspections.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
