Appendix NOTICE OF VIOLATION Commonwealth Edison Company Docket Nos. 50-454; 50-455 As a result of the inspection conducted on September 9-13, 1985, and in accordance with the General Policy and Procedures for NRC Enforcement Actions, (10 CFR Part 2, Appendix C), the following violation was identified:
Section 6.e.1.d of the Byron Station's Technical Specifications states that written procedures shall be established, implemented, and maintaineo regarding the implementation of the Emergency Plan.
Section 8.6 of the Emergency Plan states that various types of emergency equipment and supplies will be maintained in the Technical Support Center (TSC) and Operational Support Center (OSC) and that the operational readiness of these supplies is ensured by quarterly inventory and inspection, as required by the Station's procedures.
The Byron Station's emergency plan implementing procedure BZP 500-4 and associated checklists in BZP 500-T6 and BZP 500-T7 require the quarterly inventory of emergency supplies in the TSC and OSC and the replacement of specified personal dosimetry items every six months.
Contrary to the above, the licensee failed to complete procedurally required quarterly inventories of emergency supplies located in the Technical Support Center and Operational Support Center between early April and early Septembt.r 1985.
In addition, the licensee failed to follow procedural requirements regarding periodic replacement of personal dosimetry items included in these emergency supplies.
This is a Severity Level IV violation (Supplement VIII).
The inspection showed that action had been taken to correct the identified violation and to prevent recurrence.
Consequently, no reply to this violation is required and we have no further questions regarding this matter.
