ATTN: Mr Victor J. Barnhart DWeiss PDR Program Manager 135 Darling Drive Avon, Connecticut 06001
Dear Mr. Barnhart:
The recent discovery of cracks in the fuel basket of the CASTOR V/21 cask used in the Virginia Electric and Power Company / Department of Energy (VEPC0/00E) dry j
h spent fuel storage cooperative demonstration program is of great interest to l
us. We recognize that these cracks were discovered after the cask had been i
involved in a demonstration under conditions exceeding the design basis set forth in your "Tcpical Safety Analysis Report For the CASTOR V/21 Cask
[
4 l
Independent Spent Fuel Storage Installation (Dry Storage)," Revision 1.
- However, i
in view of these developments since our approving the topical report and considering potential impacts on the licensed use of the CASTOR V/21 cask, we
[
l request you provide us with an analysis and evaluation of the cause(s) of the j
cracking found in the demonstration cask. Also, please assess the need, if j
any, to' revise your Topical Safety Analysis Report and provide any necessary changes along with the appropriate analysis.
Because the use of a CASTOR V/21 i
cask at an independent spent fuel storage installation requires a site-specific i
i safety evaluation and a license, we intend to hold in abeyance any supplemental I
action on our approval of your Topical Safety Analysis Report of the CASTOR s
V/21 cask pending receipt and review of your analysis.
i t
We are coordinating with VEPC0 and DOE on this matter. As more information
[
l becomes available we may contact you with more specific requests. However, in t
i the mean time, if you have any questions or if we can be of any assistance to l
you, please contact me or John Roberts at (301) 427-4205.
j l
Sincerely,
[
