Dear Sirs:

The Authority submitted a Program Plan for the FitzPatrick Detailed Control Room Design Review via Reference No.

1.

We also committed to submit a summary report by November 15, 1985.

In Reference No.

2, we amended this commitment to include the submittal of a schedule for implementing the recommendations of the final summary report.

The NRC confirmed this commitment via Order dated June 12, 1984 (Reference No. 3).

The Authority has made a good faith effort to adhere to the 18 month schedule included in our program plan.

However, the Authority cannot meet its November 15, 1985 commitment for several reasons.

When we submitted our program plan, a DCRDR contractor had not been selected.

After reviewing the work scope with the selected DCRDR contractor, we found that we underestimated both the complexity of the work required and the amount of time necessary.

In addition, as late as one year ago, Authority personnel were still discussing the methodology required for an acceptable task analysis with the NRC staff.

Two months earlier, members of the NRC's Human Factors Engineering Branch met with the BWR Owners Group to discuss the relation between task analysis and Emergency Procedure Guidelines.

Statements made by NRC staff members at these and other meetings held about the same time precipitated changes to our program plan.

By implementing an accelerated schedule, the contractor has committed to complete the DCRDR Summary Report not later than December 31, 1985.

The Authority requires an additional two months to review the summary report and prepare schedules for the completion of any resulting plant modifications.

Therefore, the Authority hereby requests that the Commission amend its June 12, 1984 Order (Reference No. 3) to extend the submittal date for the DCRDR summary report and implementation schedule to February 28, 1986.

This three and one-half month extension is required for completion of the final summary report, schedule preparation and internal Authority review.
