Enclosed please find an application from Union Carbide Corporation for a license to export 150.0 Kilograms of nuclear-grade graphite to Japan for use in the manufacture of parts for the Hendel high-temperature gas cooled reactor. Before taking action on this license application, we would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978. { .? The material will be tested by the Japanese Atomic Energy Research In-stitute (Jaeri) to evaluate its suitability for the Hendel Heactor Core Sup-port. The project is being managed by Fuiji Co. p graphite will be used in the manufacture of thermal insulation parts in a high temperature gas cooled reactor which is currently under construction. Th2s is similar to the reactor in Fort St. Vraine, Peach Bottom in the U.S. and is a multi-purpose reactor which will supply energy to steel and chemical companies. Previous NRC 11cen-ses which were issued for this same application and customer are XMAT 0290, XMAT 0304 and XMAT 0315. Physical property specifications (with grain) are as follow: Bulk Density 1.55 - 1.65 g/cc Flexural Strength Approx. 2,000 psi Ash 0.5% Specific Resistance Approx. 45 micro ohm meters l i i i}}
