ld p InaccordancewiththeFederalEmergencyd ednt Agency (FEMA) rule 44 CFR 350, the State of Minnesota submitted its State and associated local plans for radiological energencies related to the Prairie Island Nuclear Power Plant to the Regional Director of FEMA Region V for FEMA review and approval. he Regional Director forwarded his evaluation of the Minnesota State and local plans to ne on January 26, 1984, in accordance with section 350.11 of the rule. Also in accordance with that section, he submitted a supplemental evaluation on August 12, 1985, coverirg certain revisions to trose plans. Se Regional Director's submissions included an evaluation of the exercises conducted on October 14, 1980, Decenber 8,1981, October 14, 1982, and Parch 13, 1984, and a report of the public meeting held on October 15, 1980, which explained the site-specific aspects of the State and local plans.

Based on an overall evaluation, I find and determine that the State and local plans and preparedness for the Prairie Island Nuclear Power Plant are adequate to protect the health and safety of the public in that there is reasonable assurance that the apprcpriate protective measures can be taken offsite in the event of a radiological emergency. he public alert ard notification (A&N) systen was approved by FEMA on April 25, 1985 in accordance with the joint Nuclear Regulatory Ccmnission (NRC)/ FEMA criteria in NUREU-0654/ FEMA-REP-1, Fev.1, Appendix 3 and FEMA-43, " Standard Guide for the Evaluation of Alert and Notification Systens for Nuclear Power Plants".
