Dear Mr. Butcher:
The purpose of this letter is to request NRC approval to extend the i
submittal date for the final draft of the Fort St.
Vrain upgraded Technical Specifications, from October 15, 1985, to November 30, 1985.

As noted in Reference 1, PSC intended to submit a final draft of the Fort St. Vrain (FSV) upgraded Technical Specifications to the NRC by i
October 15, 1985. Also, this commitment was noted in Reference 2 as a consideration in the NRC's authorization to restart Fort St. Vrain.
One of the essential elements of the final draft Technical Specification submittal is a review by FSV operations personnel, as required by PSC Action Item 16 in Reference 3.
However, recent FSV activities associated with plant restart up to 8%
- power, environmental qualification of electrical equipment, and inservice inspection program revisions in response to NRC comments (Reference 4), are requiring a large degree of operations personnel involvement.
This has not permitted a review of the revised Technical Specifications that would support an October 15 submittal.
During discussions with Mr. G. L. Plumlee III (NRC) on September 30, 1985, it was agreed that a delayed submittal that included a review l
by operations personnel was preferable to an October 15, 1985, submittal that did not include such a review.
In light of this, PSC proposes to subnit the final draft Technical Specifications to the NRC by November 30, 1985. NRC approval of this schedule change is hereby requested, as required by Reference 2.
