Dear Mr. Youngblood:
Reference:
1)
Fermi 2 NRC Docket No. 50-341 NRC License No. NPF-43 2)
Detroit Edison to NRC letter, "Addtional Information on Electrical Separations".
NE-85-0906 dated June 24, 1985
Subject:
Imniementation Schedule for ATWS Comn11nnce Detroit Edison intends to be in full compliance with 10CFR50.62 (requirements for reduction of risk from Anticipated Transients Without Scram (ATWS) events for light-water-cooled nuclear power plants) before startup following the second refueling outage for Fermi 2.
Fermi 2 has an Alternate Rod Insertion (ARI) system, as described in FSAR Sections 4A.2.3.2.2.4, 7.1.2.1.34, and 7.6.1 18.2, that is designed to mitigate the potential consequences of an ATWS.
The ARI system has its own detection and actuation logic and is redundant to the reactor protection system.
The ARI system is installed and operational.
Fermi 2 has a Recirculation Pump Trip (RPT), as described in FSAR Sections 7.1.1.2, 7.7.1.3.3.1, for the reactor recirculation pump motor generator field breaker that is a function of the recirculation flow control system designed to mitigate the effects of an ATWS event.
The recirculation pump is installed and operational.
In accordance with our commitment in Reference 2,
flexible conduit will be installed as practicable on one of the divisional control cables for initiation of RPT in each of the recirculation pump field breaker cabinets to provide additional separation.
This work will be completed before startup following the second refueling outage.

The i
modifications to the Fermi 2 Standby Liquid Control System to use enriched boron solution will be completed and the system will be operational before startup following the second refueling outage.
