l This will acknowledge our receipt and acceptance of the page changes to your physical protection plan which were submitted by your letter of May 16, 1985.

We wish to clarify the matter pertaining to the participation of tower guards as members of your " armed response teams" (ARTS). The assessment role of the tower guards in response to alams or events within their respective areas of

. responsibility, and their further participation, as may be required, to assist and support members of.the security organization who are dispatched to the scene of such alarms / events are clearly consistent with the provisions of 10CFRPart73.46(h)(3). However, such participation must. be limited to functions which can be perfomed from within the towers. Our comments on this matter, as. contained in the enclosure to my letter.of April 30, 1985, and the resulting changes you have submitted with your above referenced letter are consistent with this position. -

In order to fomally incorporate these page changes into your physical protection plan, as well as those page changes which were submitted by your letter of July 26, 1985, under the provisions of 10 CFR Part 70.32(e), we are hereby amend-ing Safeguards Amendment.SG-1 to your License No. SNM-368 by revising License Condition 9.1.A, effective imediately, to read as follows:

9.1.A The licensee s' hall follow the Physical Protection Plan entitled, "UNC-Naval Products Physical Protection Plan,"

Revision l', dated October 1981, as. revised by page changes submitted by UNC-Naval Products Division letter dated February 16, 1984, excepting pages 22-1, 22-3 and 23-4; as further revised by page changes submitted by UNC-Naval Products Division letters dated January ll, May 16 and July 2_6, 1985; and as it may be further revised by page changes submitted by the licensee in accordance with the provisions of 10 CFR 70.32(e).

Your letter dated May 16, 1985 and the enclosures thereto are withheld from public disclosure becau'se they contain classified (CONFIDENTIAL) National Security Information.
