Mr. J. P. O'Hanlon naary 10, 1997 Senior Vice President - Nuclear Virginia Electric and Power Company-5000 Dominion Blvd.

Glen Allen, Virginia 23060

SUBJECT:

NORTH ANNA POWER STATION, UNIT 1 - INSERVICE INSPECTION PROGRAM l

RELIEF REQUEST (TAC N0. M96682) ,

Dear Mr. O'Hanlon:

The NRC staff has evaluated the information provided in your July 24, 1996, submittal related to the inservice inspection program relief request No.

NDE-30.

I Based on our evaluation of relief request NDE-30, we conclude that the Code-required examinations of the subject weld are impractical due to interference caused by the component support, and would impose significant burden on the licensee if the Code requirements were to be met. The limited volumetric and surface examination performed on the weld provides reasonable assurance of  ;

operational readiness. Therefore, the relief is granted pursuant to the provisions of 10 CFR 50.55a(g)(6)(i). The granting of this relief is .

authorized by law and will not endanger life or property or the common defense I and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility. The staff's evaluation and conclusions are contained  !

in the Enclosure.

The staff has completed its evaluation of this matter and we are, therefore, closing out Tac No. M96682.

Sincerely, (Original Signed By)  ;

Mark Reinhart, Acting Director Project Directorate I1-1 Division of Reactor Projects - I/II Office of Nuclear Reactor Regulation l
