The Westinghouse Fuel Fabrication Plant at Columbia, South Carolina has been identified by the International Atomic Energy Agency (IAEA) under Article 39(b) of the US/IAEA Safeguards Agreement for the application of IAEA safeguards.

This will take precedence over your present participation in the IAEA program under Article 2(a) of the protocol to the Agreement.

This notification is the first of a two-part selection process arranged with the IAEA to enable the U.S. to implement IAEA safeguards at a selected facility within the 90-day period specified in the US/IAEA Agreement.

Title 10 CFR Part 75 will be utilized to effect the implementation of this program.

Installation infomation of the type described in 675.11 should be prepared on the enclosed IAEA Design Information Questionnaire (DIQ) Forms N-71 and N-73, or submitted as a revision to your existing DIQ depending on the com-plexity of the update.

Fifteen copies of the completed form are to be submitted to this office by October 18, 1985. Written instructions which provide guidance in the preparation of these forms have been included with this letter. Comple-tion of the DIQ will also satisfy the requirements of 675.14. All information submitted by you in response to this request will be transmitted to the IAEA as provided in 575.12.

Upon receipt of the second notification in writing from the NRC, which will be subsequent to DIQ preparation and review, an inventory report and subsequent accounting reports are required by 5875.32 and 75.33. This inventory report is to be submitted on DOE /NRC Form 742, Material Balance Report (MBR). A separate form for each material type will be prepared in accordance with printed instructions for completing the form. This MBR may be based on book values and will start a new material balance period as of yo'ur initial inventory reporting date as detemined in the second notice. The completed MBR should be dispatched to the Commission within twenty (20) days after the specified initial inventory reporting date contained in your second notice.

Utilizing the installation information provided under 675.11, the United States and the IAEA will negotiate a " Facility Attachment" for your facility which will detail how IAEA safeguards will be applied there. This will include periodic on-site inspections by IAEA personnel.

To the extent indicated in 175.8(e), you will be provided an opportunity to participate in the preparation of the facility attachment. Appropriate provisions of the Agreement and the " Facility Attachment" will be imple-3 mented in your facility through the issuance of a license amendment or other appropriate means. The anticipated time frame for the second notice is January - February 1986.

IAEA Safeguards Agreement as efficiently and smoothly as possible.
