SUBJECT: NRC INSPECTION REPORT 50-382/96-23

Dear Mr. Sellman:

An NRC inspection was conducted October 21-25 and November 4-8,1996, at your

Waterford Steam Electric Station, Unit 3 reactor facility. The enclosed report presents the

l

scope and results of that inspection. The overall results of the inspection were discussed

)

l

with Mr. Tim Gaudet of your staff on January 9,1997.

l

We determined that your corrective action programs were generally capable of identifying

l

and correcting condition adverse to quality. These programs appropriately identified and

characterized problems in licensee event reports, condition reports, and root cause

l

analyses. The inspection team identified several strengths including the use of a multi-

disciplined condition review board to review the significance of all condition reports and

root cause analyses. However, the inspection team also noted a weakness of your

i

corrective action programs. This weakness involved three examples of conditions adverse

i

'

to quality that had not been effectively precluded from repetition. The examples are

l

discussed in the enclosed inspection report.

]

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

j

and its enclosure will be placed in the NRC Public Document Room (PDR).
