Containment Purge Valves The applicant agreed to provide additional information regarding similarity of these valves to those et Millstone 1 and to propose other testing, the results of which the staff could extrapolate.

Containment Isolation Valves The staff agreed to consider the utility's justification and respond to John Opeka on October 3, 1985.

Chemical Addition Tank The applicant agreed to supply additional justification for not performing this test by Friday October 4, 1985.

The applicant agreed to submit iustification for changing the test frecuency from weekly to every 7 2 days.

Section 6 - Administrative Controls The staff agreed to allow the applicant to use Section 6 proposed for Millstone 3 which is the same as Section 6 of the Millstone 1 and 2 Technical Specifications, provided the ISEG is included in the Millstone-3 Technical Specifications. The applicant stated that it was, but was called NSE instead.

SUBJECT:

SUMMARY

OF MILLSTONE 3 MANAGEMENT MEETING On October 2,1985, members of the NRC staff met with representatives of North-east Nuclear Energy Conpany to discuss activities to be conpleted prior to issuance of the low power license. The applicant was represented by members of Northeast Nuclear Energy Company and Bishop, Liberman, Cook, Purcell, and Reynolds. The NRC staff was represented by members of the Division of Licens-ing, Division of Human Factors Safety, Division of Engineering, and Division of Systems Integration. A list of attendees is included as Enclosure 1.

Hugh Thompson, Director, Division of Licensing began the neeting by discussing the need for NNECo responsiveness during the period remaining until licensing.

Mr. John Opeka followed by stating that the utility is serious about their scheduled November 14, 1985, fuel load date and wants to resolve remaining outstanding items early.

The staff then continued with its discussion of 5 unreselved issues which have the potential to impact the licensing date.

STA and Fot Operating Experience With regard to STA and Hot Operating Experience the Director, Division of Pwan Factors Safety explained the Comission's position regarding STA as presented in SECY 85-150: Final Policy Statement on Engineering Expertise on Shift; and Hot Operatine Experience as presented in the NTOL Comission Brief held on w. Septenber 3, 1985.

It was stated that shifts A and C do not meet the Comission requirements regarding STA dual role because Comission policy does not permit individuals without an engineering or science degree to fill the dual role. Shifts E and F do not meet the Comission's requirenents regarding hot operating experience because Comission policy does not permit individuals with BWR hot operating experience to satisfy this requirement for a PWP.

Several alternatives for satisfying these requirements were discussed with NNECO including four shift rotation, and shift augnentation by experienced Northeast litilities personnel from other reactors or engineering staff.

The applicant is reviewing its ability to satisfy alternative proposals that meet the Commission position, or request the staff to present the current position to the Comission for their approval.

i Seismic Interaction Program Jin KnigFt Acting Director, Division of Engineering, stated that based on the ir.fomation that the applicant has submitted to date, the staff cannot con-clude that the plant desian meets the requirements of GDC 2.

Although tFe ceneral approach of using seismic interaction experience data is a step in the right direction the staff requires additional quantitative information to be provided te support application of the experience data base.

The applicant stated that additional information is available and will be pro-vided on October 15, 1985. Since the staff stated that it did not think this issue could be resolved prior to fuel load the applicant is also preparing a request for schedular exemption from GDC 2.

Fire Protection The staff stated that this item is considered to have the potential to impact the licensing date since the applicant has not subnitted all the required re-1 sponses to SER open itens and audit items. The applicant stated that this infomation will be provided October 8,1985.

Ecuipment Oualification The staff stated that this issue is also considered as having the potential to irpact the licensing date because the staff does not yet have all of the recuired information from the applicant.

The applicant stated that r_sponses to audit open iters will be submitted on October 8,1985, but would have to

- detemine when the t<E0 report would be completed.

Additionally, the staff asked if all equipnent would be qualified by November 30, 1985 The applicant stated that this was their intent. The staff stated that since criticality is considered as the time for a new plant at which all equip-ment must be qualified; if the applicant plans to conplete cualification after t'ovenber 30, 1985, an appropriate license condition restricting initial criti-cality would have to be included in the low power license.

Also, with regard to the issue regarding average containment temperature of 90",

the staff stated that this should be resolved before the full power license and should not inpact the low power license.

Technical Specifications The staff discussed remaining technical specification unresolved items. The applicar.t comitted to have a representative available in Bethesda to work with the staff on technical specifications for the remainder of this week and next week until the final draft is issued on November 11, 1985.

The epplicant presented its position on eight Technical Specificatiens for which the staff and the applicant were in strong disagreement.
