The eleventh refueling outage continued into the month of December. Initial j criticality was achieved at 0508 on December 13,1996. However, at 0147 on 1 December 14,1996, with the Unit operating in mode 2 at less than 1 percent i reactor power, the reactor was manually tripped after experiencing several Rod j Control System malfunctions during low power physics testing.
