Dear Mr. Keppler:

This letter is in response to the inspection conducted by Mr. T. E.

Taylor on August 19-22, 1985, of activities at LaSalle County Station.

. Reference (a) indicated that certain activities appeared to be in noncompli-ance with NRC requirements. The Commonwealth Edison Company's response to the Notice of Violation is provided in the attachment.

o ATTACHMENT RESPONSE TO NOTICE OF VIOLATION ITEM OF NONC0bPLIANCE 10 CFR 50, Appendix B, Criterion V, as implemented by Commonwealth Edison Quality Assurance Manual, requires that activities affecting quality shall be prescribed by documented instructions and procedures and shall be accomplished in accordance with these documented instructions and procedures.

Contrary to the above, maintenance was performed on a Control Rod Drive Hydraulic Control Unit without implementing the requirements of Procedure No. LAP 900-4, " Equipment Out-of-Service."

CORRECTIVE ACTION TAKLW AND RESULTS ACHIEVED As the maintenance had already been completed prior to the identification of this discrepancy, no corrective action was required to achieve compliance with 10 CFR 50, Appendix B.

CORRECTIVE ACTION TAKEN TO AVOID FURTHER NONC0bPLIAPCE A letter has been written to all Department Heads emphasizing the importance of compliance with the Out-of-Service procedure, and directing the discontinuance of the existing practice of posting an operator at a control device in lieu of hanging an Out-of-Service card.

DATE OF FULL C0bPLIANCE Full compliance has been acnieved.
