REQUEST TO RESUME DISSOLUTION OF SPENT FUEL SAMPLES In a letter from Mr. A. F. Olsen of your staff dated March 22, 1985, you requested that the Lynchburg Research Center be permitted to resume dissolution of certain irradicted fuel samples having radiation levels below specified limits.

Your commitment to discontinue transfer of irradiated fuel samples from the hot cell and subsequent dissolution and analysis was confirmed in a Confirmation of Action Letter (CAL-824/84-01) from this office dated December 21, 1984.

You were permitted by a letter from this office dated January 30, 1985, to resume removal of irradiated fuel from the hot cell and perform specified analysis of previously dissolved samples utilizing the controls described in your letter of January 21,1985. The resumption of dissolution of fuel samples outside the hot cell was not authorized.

We have evaluated your request and the additional controls you state will be utilized in the dissolution of fuel samples exhibiting radiation levels below those involved in an extremity overexposure in November, 1984.

Based on our evaluation, we have concluded that you may resume dissolution of the fuel samples outside the hot cell without undue risk of excessive exposures to

- workers, provided the additional controls you describe are fully implemented.

We call your attention to the commitment in your letter dated March 22, 1985, that the established controls will prevent you from processing samples, other than in the hot cell, when the levels of radiation are in the range that caused the overexposure until you design and install new equipment with remote handling capability.
