ULNRC-ll87 DOCKET NUMBER 50-483 CALLAWAY PLANT, UNIT 1 REVISION TO THE OPERATIONAL QUALITY ASSURANCE PROGRAM The following attachments (12 copies) are revisions to the Operating Quality Assurance Manual (OQAM) which have been made and are being reported pursuant to 10 CFR 50.54(a) and 10 CFR 50.71(e) (1).

The revisions to the OQAM are a result of internal FSAR Change Notices, and do not reduce the commitments in the program description previously accepted by the NRC.

One FSAR change (Attachment 3) clarifies the qualification requirements for the Manager, Quality Assurance and the Assistant Manager, Quality Assurance.

This change does not lessen Union Electric's commitment to the NRC but more accurately defines the requirements for these two positions.

The other FSAR change (Attachments 3 and 4) provides for the incorporation of the position title of " Supervisor, Quality Assurance (Operations Suppor t) ".

The position of QA Training Supervisor has been deleted.

The responsibilities of the QA Training Supervisor position are assigned to the Supervisor, Quality Assurance (Operations Support) and his Engineering Staff.

The change does not lessen Union Electric's commitment to the NRC since it is an administrative change only.

- program will be made consistent with the anniversary date of the Callaway Facility Operating License NPF-30, which is October 18.

SNUPPS-C qualifications of the Manager, Quality Assurance are at least equivalent to those specified in ANSI /ANS-3.1-1978, " Selection and l Training of Nuclear Power Plant Personnel", Section 4.2.4.

The Manager, Quality Assurance provides technical direction and administrative guidance to the Assistant Manager, Quality Assurance, and the Superintendent, Quality Engineering.

The Superintendent, Quality Engineering is located at the General Office and directs the Supervising Engineer, Supplier Quality and the Supervising Engineer, Quality Engineering.

The Supervising Engineer, Supplier Quality, has primary duties involving the audit and surveillance of supolier quality activities.

The Supervising Engineer, Quality Engineering is respnsible for the Quality Assurance Department's engineering activities at the General Office and audit and surveillance of General Office activities.

The Assistant Manager, Quality Assurance is located at the Callaway plant.

The qualifications of the Assistant Manager, Quality Assurance are at least equivalent to those specified in ANSI /ANS 3.1-1978, " Selection and Training of Nuclear Power Plant Personnel,"

Assurance (Technical Support), the Supervising Engineer, Quality j(

Assurance (Quality Systems), the Supervising Engineer, Quality Assurance (Operations), and the Supervisor, Quality Assurance (Operations Support) who are located at the Callaway Plant and are responsible for assuring the implementation of the OQAP at the Callaway Plant.

The Supervisor, Quality Assurance (Oper atiot.a Support) is also responsible for general quality assurance indoctrination and training for the Nuclear Function, as requested.

The Manager, Quality Assurance, the Assistant Manager, Quality Assurance, the Superintendent, Quality Engineering, and all l Supervising Engineers and Supervisors in the Quality Assurance Department are authorized by the Vice President, Nuclear to stop work on ongeing quality activities in accordance with acoroved procedures.

During the operating phase they have the authority to stop unsatisf actory work during repair, maintenance, and refueling activities and the authority to recommend to the Manager, Callaway Plant stop work affecting the continuation of plant operation.

Other stop work authority will be delineated in procedures.

The continuance of an activity which would cover up a deficiency and preclude identification and correction, or increase the extent of the deficiency is subject to stop-work action by the Quality Assurance Depar tment.

The Manager, Quality Assurance, the Assistant Manager,

e Quality Assurance and the Superintendent, Quality Engineering have no

,J duties or responsibilities unrelated to QA that would prevent their full attention to QA matters.

The authorities and duties of persons and organizations performing quality assurance functions shall be clearly established.

Such persons have sufficient authority and organizational freedom to identify quality problems; to initiate, recommend, or provide solutions; and to verify corrective action.

Assurance of Quality by checking, auditing, inspecting, or otherwise verifying program I

activities shall be by personnel other than the individual or grouc performing the specific activity.
