rule which would delegate additional rule-making authority to 10 the EDO allowing him to issue minor rules under Parts zero, 11 two and 110 and minor amendments of a non-policy or corrective 12 nature to the C o r.tm i s s i o n regulations including those in zero, 13

In my judgment that is 11 something that is a responsibility that lies with the Chairman 12 and the Chairman should have the responsibility and be free to 1?
delegate it as he sees fit Otherwise, I have no objection to 14 the principle.
