1. The infornation given in Note 16, Drawing No. 5026M2005, Sheet 2 of 2, Rev. D, is inconplete in that the nodel number has not been shown and is one of the required itens of infornation to appear on the packaging. Information pertaining to DOT Specification 7A should be deleted.
2. The difference between the dinensions N and R for the Model Nos. ,

1 NUS 10-135A, NUS 6-80L, and NUS 6-80H is not compatible with the i lug dinensions and lug location given in Section B-B. '

3. For the letters E and F, the applicable. item nunbers should include items 6 and 5 respectively.
4. Discuss the rationale for the large difference in binder lug location between Model Nos. NUS 10-135A, NUS 6-80L, and NUS 6-80H and the balance of the packaging codels. The najority of packagings have a 15.5-inch dimension which results in a short ratchet binder assenbly that is less vulnerable to damage.

STRUCTURAL The proposed alternate naterial for the cask tie-down lugs provides only three percent (0.03) safety nargin (Attachment File No. 5025.05-01, page4). Such a small safety nargin is inadequate to cover any inherent inexactness that nay exist in the material properties, method of analysis, and assumptions. The information provided in your May 14, 1985, letter has not changed our opinion.

OPERATING PROCEDURES In Section 8.7.5 Torque requirements for ratchet binders, of the application it is stated that the ratchet binders are not designed for the measurement of applied torque and are, therefore, tightened in an unaided nanual fashion until no further tightening can be $trocalished. Show how this rethod of tightening will assure the fina' v.hinun torque value of 50
