SUBJECT:

PERFORMANCE APPRAISAL UNDER THE STATE OF TENNESSEE /NRC ENVIRONMENTAL MONITORING CONTRACT A routine appraisal of performance under the NRC/ State of Tennessee Environmental Monitoring contract was conducted on March 14 and 15,1983. A copy of the NRC appraisal is enclosed.

The appraisal included an in-depth assessment of activities performed and the annual report submitted by the State of Tennessee pursuant to the 1983 contract.

A preliminary review of the State's performance under the 1984 contract was also conducted. Results of the appraisal were discussed with you and members of your staff by Dr. D. M. Montgomery and Ms. S. Adamovitz during a visit to your office in Nashville, Tennessee on March 14 and 15, 1985.

As previously identified in the last appraisal, there is a critical need to replace the gamma-ray spectroscopy system and the alpha-beta proportional counter. Although the laboratory is able to fulfill current contractual requirements, replacement of the out-dated system is needed to maintain laboratory capabilities at an acceptable level. Failure to replace this equipment in the near future could adversely affect the laboratory's ability to provide timely and accurate radiochemical analyses.

The appraisal identified problems with the splitting of certain environmental samples and submission of samples to the NRC's laboratory for analysis.

Discussions with your staff indicated sample collection procedures would be reviewed and the responsible individual would be made aware of contractual analysis requirements.

Although a summary of State analysis was submitted in a timely manner, a completed report containing licensee data was submitted 45 days late due to difficulties in obtaining data from a licensee. Discussions with your staff

-indicated coordination difficulties with NRC licensees have been resolved for the 1984 environmental reporting period.

Overall performance with respect to contractual requirements has been satisfactory. Based on the cooperation we have received from you and your staff and the continued effort to meet all requirements, we intend to continue this contract.
