Dear Mr. Nardi:
This is to acknowledge receipt of your letter dated April 30,1996 which notifies the NRC that Westinghouse Electric Corporation has decided to terminate licensed activities within certain separate buildings at the Westinghouse Science and Technology Center site. This also refers to refers to telephone conversations between James Bondick of this office and yourself on May 23,1996 and September 18,1996, during which you stated on May 23,1996, and reaffirmed again on September 18, 1996, that firm decisions have not been made in regard to the consolidation brought about by the purchase of the electrical business portion of Westinghouse Electric Corporation.
Please be aware that Westinghouse Electric Corporation, by the notification letter dated April 30,1996, is required to comply with the applicable sections of the decommissioning timeliness ru;e as stated in 10 CFR 30.36. Note particularly that since notification was provided on April 30,1996, in accordance with 10 CFR 30.36(d)(2), that Westinghouse Electric Corporation must either begin decommissioning its site, or separate buildings or outdoor area that contains residual radioactivity so that the building or outdoor area is suitable for release in accordance with NRC requirements, or submit within 12 months of notification a decommissioning plan, if required by paragraph (f)(1) of this section, and begin decommissioning upon approval of that plan.
We will review your decorr.missioning plan or the results of your final surveys when submitted.

They refer to building 502 in the letter, however, the drawing submitted with the letter does not indicate where building 502 is located. A review of the "A" and "B" folders does mention buildling 502.
According to Mr. Nardi, the event that precipitated this letter was the consolidation of Northrup-Grumman, which is the finn that bought the electrical business from Westinghouse on March 1,1996. It was decided that this purchase initiated a 60 day clock to notify the NRC.
They really have not made up their minds what they want to do, as yet. They are considering two options:
1.
Everyone would stay in place, and Westinghouse and other personnel would occupy the buildings, 2.
Consolidate with Northrup-Gmmman.
Mr. Nardi expects that within 30 days they will make a decision and within 60 days they will notify the NRC. He anticipates that they will provide a description of the buildings, and do a survey IAW with 58.49, so that the buildings can be released for unrestricted use. Additional infom1ation provided v

i with sources. In building 601 they perfonned testing of pellets containing natural and slightly enriched uranium. Currently, in building 601, they still have the dynamometer (DU scaled in stainless steel). Notification of Decision to Tenninate License Activity Within Certain Separate Buildings at the Westinghouse Science and Technology Center Site in accordance with the pmvisions of 10CFR70.38(d), the Westinghouse Electric Corporation hueby provides this notification that Westinghouse has decided to permanently cease principal activities at certain separate buildings located on the Science and Technology Center site which is located in Churchill, PA. These buildings are currently described under License Number SNM-47 which is a Broad Scope License for the site.
The licensed activities which were conducted within these buildings were limited in both time and quantities of licensed materials utilized. Westinghouse anticipates that the only activity required is to conduct appiupriate radiological surveys of the buildings to demonstrate that the buildings meet all requirements for release for unrestricted use. Therefore Westinghouse will not be submitting a Decomrnissioning Plan as such a plan is not required in accordance with the provisions of 10CFR70.38(g).
The specific buildings on the site that are covered by this notification are those designated as buildings number 501, SC2,601, and 602. Buildings 701 and 801 will also be released by Westinghouse for use by others, however these two buildings are explicitly excluded from the license and are therefore not required to be included in this notification. Buildings 301,302,303, and 401 will continue to be covered by either License Number SNM-47 or SNM-1460 as currently provided. For your reference, a cite plot plan is attached.
