Report Numbers 50-348/85-17 50-364/85-17
Dear Mr. Verrelli:
This letter refers to the violation cited in the subject inspection reports which states:
"The following violation was identified during an inspection conducted on March 18 - 22, 1985. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2 Appendix C).
10CFR50.54(a)(1) requires Alabama Power Company (APCo) to implement the Quality Assurance Program described or referenced in its Safety Analysis Report. Section 17.2.5 of the APCo Quality Assurance Program requires that activities affecting quality shall be prescribed by documented instructions, procedures or drawings and shall be accomplished in accordance with these instructions, procedures or.
drawings. Administrative Procedure FNP-0-AP-52 established administrative controls for identifying, controlling, scheduling, authorizing, and' documenting maintenance and maintenance-related activities. Section 7.5.16.1.of Administrative Procedure FNP-0-AP-52, states, in part, that revisions to the work sequence must be approved by the. appropriate Group Supervisor or his designee.

l' Reason for Violation l
The violation occurred due to a procedural deficiency. The procedure listed at the bottom of the " work sequence" block was intended as a reference only (not a part of the work sequence) but was not labeled as such.
Corrective Action Taken and Results Achieved No immediate corrective action was required.
Corrective Steps Taken to Avoid Further Occurrences FNP-0-AP-52 will be revised to address the listing of references independently from the work sequence.
