1 ENCLOSURE 1 NOTICE OF VIOLATION Mississippi Power and Light Company Docket No. 50-416 Grand Gulf Unit 1 License No. NPF-29 The following violation was identified during an inspection conducted on November 5 - 9, 1984. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

10 CFR 50, Appendix B, Criterion III, which was implemented by Mississippi Power and Light Company PSAR Section 17.1.3, requires that measures be established for .the selection and review for suitability of application of materials that are essential to safety-related functions. These measures include acceptance of the following:

ASME Boiler and Pressure Vessel (B&PV) Codes,1974 Edition, through Summer 1974 Addenda Bechtel Specification 9645-C-151.0, Technical Specifications for Liner Plate Accessories'for Containment, Drywell, and Suppression Pool Bechtel Specification 9645-M-207, Nuclear Service Piping Drawing 9645-C-1004, Revision 29 Additionally, 10 CFR 50, Appendix B, Criterion XVI, which was implemented by Mississippi Power and Light Company PSAR Section 17.1.16, requires that measures be established to assure conditions adverse to quality are promptly identified and corrected.

Contrary to the above, the requirements of 10 CFR 50 Appendix B, Criterion III and XVI were not met in that:

1. Closure plates f6,: containment penetrations 33, 49, 71, 73 and 76 were installed in Unit I without meeting PSAR commitments, Bechtel Specifi-cations, and drawing requirements for impact testing and material selection.

2. Corrective action for Material Nonconformance Reports 00578-83 and 00706-83 and Nonconforming Report 6314, which identified these problems on Unit I was inadequate in that material was installed in Unit 2 prior to having impact testing performed.

This is a Severity Level IV violation (Supplement II).

. achieved; -(4) corrective steps which will be taken to avoid further violations; 2

and (5) the date when full compliance will be achieved.

Security 'or safeguards information. should be submitted as an enclosure to facilitate withholding it from -public disclosure as required by 10 CFR 2.790(d)
