Beaver Valley Power Station - Unit No. 2 Docket No. 50-412 Proposed Alternative to ASME ILL Code for Certain Class 3 Piping Penetrations Gentlemen:
Attached is a list of 22 ASME Ill, Class 3, embedded piping penetra-t ions at BVPS-2. In accordance with 10CFR50.55a(a)(3), Duquesne Light Company (DLC) is requesting NRC concurrence with a proposed alternative to the ASME 111 Code fo r these speci f ic piping pe ne t r at ions.
This alt e rnat ive would allow performance of a hydrostatic maintenance of pressure test in lieu of a hydros t at ic test in accordance with Paragraph ND-6l10 of the applicable ASME ILL Code (l971 Edition through Winter 1972 Addenda).
Paragraph ND-6110 indic at es, in part, that all joints, including welded joints, shall be le f t uninsulated and exposed fo r examination during hydrostatic testing.
DLC has pe r fo rmed the hydrostatic maintenance of pressure tests on the subject piping pe ne t rat ions.
The pe net rat ions were pressurized to the test pressure and then iso la t ed from the pres sur izing pe r iod of one hour.
All of these pe net r at ions successfully source fo r a demo ns t rat ed no pressure drop during the test. However, since the subject piping penetrations had been embedded in concrete prior to performance of the test, visual ins pect ion of the welds could not be pe r fo rmed in accordance with Paragraph ND-6Ll0.
An int ens ive review and evaluation by DLC has resulted in the conclu-sion that a visual inspect ion during hydrostatic testing would have no ef fect on the quality or safety of these welds for the following reasons:
1.
The subject welds are attachment fillet welds on the out s ide of ti.e pressure boundaries and are not pressure ret aining.
The fillet weld sizes are less than the co r res pond i ng pipe wall thickness.
2.
The hydrostatic test pressures for these pe ne t rat ions ranged from 110 psi to 190 psi.
The pe net rat io n pipes hydros t at ically were tested in the range of 950 psi to 2,800 psi, req ui red, prior as to welding the attachments.

The wall thickness of these pe net rat ions are at le as t 2.5 t imes the calculated code minimum wall thickness.
Therefore, DLC proposes the hydrostatic maintenance of pressure test without simultaneous visual inspection of the attachment welds as an accept-able alternative to the ASME 111 Code requirement. The appropriate revisions to the BVP3-2 FSAR, the related spec i fic at ions, and the BVPS-2 ASME Code Baseline Document will be made upo n your concurrence, which is requested by July 26, 1985.
