Dear Ms. Dortch:
I was asked to respond to your letter dated December 13,1996, to Dr. Paperiello, concerning the readiness of gaseous diffusion plants (GDPs) for certification by the United States Nuclear Regulatory Commission (NRC).

On November 26,1996, the NRC issued a " CERTIFICATE OF COMPLlANCE FOR OPERATION OF GASEOUS DIFFUSION PLANT" to the United States Enrichment Corporation (USEC) for the GDPs that are leased by the USEC from the United States Department of Energy (DOE). Copies of the Certificates were forwarded to the NRC Public Document Room located near the GDP sites in Paducah, Kentucky and Portsmouth, Ohio.
The Certificates shall become effective on March 3,1997. Regulatory jurisdiction for the leased GDPs shall transfer from the DOE to NRC at 12:01 a.m. on March 3,1997. The NRC willinspect and, if necessary, take enforcement action to assure USEC complies with Certificate conditions for GDP safety and safeguards.
