Dear Mr. Liparulo:

I By Wis'usin Electric Power Company's (WEPCO's) applications dated August 5 and Se p ber 26, 1996, and your affidavit dated September 20, 1996 (CAW-96-1007), WEPC0 submitted license amendment requests to incorporate technical specification changes associated with the replacement of Point Beach Unit 2's steam generators.

In these applications WEFC0 requested that the Westinghouse uncertainty analysis related to the overtemperature and overpower AT setpoints be withheld from public disclosure pursuant to 10 CFR 2.790.

Your September 26, 1996, application also contained a nonproprietary version of this document.

Westinghouse stated that the document, "Setpoint Methodology for Overtemperature-AT and Overpower-AT Reactor Protection Setpoints for Point Beach Units 1 & 2," March 1996, should be considered exempt from mandatory i

public disclosure for the following reasons:

1.

The information reveals the distinguishing aspects of a process (or component, structure, tool, method, etc.) where prevention of its use by any of Westinghouse's competitors without license from Westinghouse constitutes a competitive economic advantage over other companies.

2.

The information, if used by a competitor, would reduce his expenditure of resources or improve his competitive position in the design, manufacture, shipment, installation, assurance of quality, or licensing a similar product.

3.

This information is part of that which will enable Westinghouse to provide details regarding the setpoint methodology, provide a basis for establishment of reactor protection setpoints, and provide data

regarding the overtemperature-AT and overpower-AT setpoints.

This information has substantial commercial value as Westinghouse plans to sell the use of this setpoint methodology to its customers and sell

support and defense of the technology to its customers in the licensing process.

Therefore, the version of the submitted information marked as proprietary will i

be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.

If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information.

change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC.

You also should understand that the NRC may have cause to review this determination in the future, for example, if the scope of a Freedom of Information Act request i
