Inoperable Cidvert Cliffs Unit 2 Containment Area High Range Radiation Monitor

Dear Dr. Murley:
On June 28, 1985, the Containment Area High Range Radiation Monitor was declared inoperable and Action Statement 3.3.3.1b was entered.
The action required by 3.3.3.lb, if the System operability cannot be restored in seven days, is to prepare and submit a special report to the Commission, pursuant to Technical Secification 6.9.2.
The reason for the inoperability of the Containment Area High Range Radiation Monitor was the lack of Raychem heat shrink tubing over the monitor's connections at the containment electrical penetration. This lack of heat shrink tubing violated the Environmental Qualification of the System. On July 9,1985, the required heat shrink tubing was installed and the System was declared operable.
As required by Technical Specification 3.3.3.1b, during the eleven days the System was inoperable, the preplanned altern te method of monitoring was in effect. This alternate method is covered in the Calvert Cliffs Emergency Response Plan Implementation Procedures.
