Dear Mr. Donnelly: l

This refera to the inspection which concluded on December 6,1996, at the Big Rock Point
Nuclear Plant. The purpose of the inspection was to review the implementation of the
solid radioactive waste processing and shipping program. At the conclusion of the
inspection, the findings were discussed with those members of your staff identified in the j
enclosed report.
l
Areas examined during the inspection are identified in the report. Within these areas, the
inspection consisted of selective examinations of procedures and representative records, '
interviews with personnel, and observation of activities in progress. '
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred concerning the failure to follow station procedures on four
occasions. The violation is of concern because it was caused, in'part, by long standing
problems that were nut being effectively addressed by your staff. For example, the labels
on six boxes stored in the radwaste storage building (RWSB) indicated that dose rates on
contact with the boxes were significantly lower than those actually measured. This
condition existed for several years and was not identified during routine monthly
radiological surveys of the RWSB.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding it are described in detailin the subject inspection report. Please note that you
are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practices," a copy of this letter
and its enclosures and your response will be placed in the NRC Public Document Room
(PDR).
