SUEJECT: FEETIMG ON APPLICABILITY OF !!RC GUIDES TO LICEHSIt'G OF FRS In connection with the NRC's consultative role with the Department of Energy on their proposal for nonitored retrievable storage (URS) NRC staff members and consultants net with DOE staff and consultants. A list of neetino attendees and the agenda are attached. The meetino was held on July 16, 1985 at MRC offices in Silver Spring, Maryland.
A monitored retrievable storage plant is similar in nature to an independent spent fuel storage installation (IFSFI), which is licensed by the !!RC pursuant to 10 CFR Part 72. The NRC staff is currently modifying 10 CFR Part 72 to include PRS considerations. The NPC usually prepares guides for regulatory activities which are prevalent throughout the nuclear industry. Since there may only be one, or at most two, "RS plants, the preparation of specific guides for such a plant may not be necessary. At this meetiro all MPC regula-tory guides were considered for their applicability to an MRS. A broad consensus was achieved on either the complete exclusion or inclusion of many guides.
Several steps were followed to review the guides. In the initial step only the guides listed in Table 1 in Regulatory Guide 3.53 were considered.
These guides (or sections of then) have been considered for use for an ISFSI.
The following guides were considered to be inappropriate because of a parallel Division 3 (fuel cycle) guide or too direct an application to a nuclear power plant: R .G . 1.25, 1.59, 1.12 5, 1.29, 1.69, 1.22, a nd 1.143.
In the second step all regulatory guides (except those in R.G. 3.53) were considered. EBASCO had prepared a draft regulatory guide applicability report which contained a table categorizing each guide as to applicability.
The group collectively perforned a further assessnent of the list. A few guides which were listed as "not applicable" were restored by the group for further consideration. They are: R.G. 1.3, 1.68.3, 1.86, 1.115, 1.151, 3.3, 3.7, 3.10, 4.2, a .2.1, 4.9, 7.1, 7.10, 8.21, a nd 9.24.
Another group of quides which were felt to not be applicable, principally because of their specificity to non-fuel storage activities were as follows:
R.G. 1.8, 1.12, 1.16, 1.22, 1.26, 1.24, 1.31, 1.34, 1.43, 1.44, 1.50, 1.52, 1.54, 1.59, 1.71, 1.95, 1.93, 1.101, 1.120, 1.125, 1.lan, 1.147, 1.150, 3.32, 3.38, 3.43, 5.14, 5.16, 5.17, 5.19, 5.29, 5.43, 5.57, 5.61, and 8.20.

assurance. A resolution of the applicability of these guides is expected -
within two months. They are: R.G. 1.6, 1.9, 1.30, 1.32, 1.38, 1.39, 1.64, ,
1.75, 1.88, 1.89, 1.94, 1.100, 1.108, 1.116, 1.123, 1.131, 1.144, 1.146, 3.21, 5.1, 5.5, 5.6, 5.9, 5.11, 5.33, 5.34, 5.36, 5.39, 5.42, 5.45, 5.51, 5.53, and 5.58.
A few other guides will be reviewed further for various reasons. Tky are:
R.G. 1.58, 1.69, 1.102, 1.110, 1.117, 3.19, 3.20, 3.31, 3.42, 4.15, 8.19, and 8.27.
There still remains some doubt in the writer's mind as to the applicability of some of the remaining guides. There wi'l be further consideration of the following guides: R.C. 1.17, 1.21, 1.47, 1.53, 1.62, 1.97, 1.105, 1.106, 1.112, 1.128, 1.129, 1.136, 1.148, and 3.17.
The representatives from the Office of Research (NRC) provided a listing of current ISFSI and MRS tasks on guides all of which should apply to the PRS. The list is attached.

Purpose:
To review applicability of existing and proposed guides to MRS safety.
Meeting Conduct: The most important aspect of this meeting is to subject each guide to brief review by all present, not necessarily exhaustively debate each question. Therefore, aral comment will be limited to two minutes per partic' pant and no more than 10 minutes per subject as shown in left-hand column of R.G. 3.53, Table 1. Written comments will be accepted. Preparation for the meeting is encouraged.
