SUBJECT:
POSITION ON MOISTURE CONTROL OF LOW HYD,ROGEN COVERED ARC-WELOING, ELECTRODES Enclosed find NRR's evaluation and position concerning moisture controls of low hydrogen covered arc-welding electrodes at Palo Verde.
Since the NRR position is based upon the AWS D1-1 standard, and the Arizona Public Service has comitted to that standard for Palo Verde, he should.
comply with the requirements of this position within 15 days after they i
receive written notice of the position.
For all cases where the inspector is aware of cm.pleted work perfomed
' beyond the limit of this position he should detemine if the finished welds and NDE records indicate the need for further action.

This letter is' being written to you on behalf of Mr. R. F. Crick, Chairman of Subcommittee 5 of the Structural Welding committee, in' r.eply of your request to consider the subject matter..
After censidering your request, the subecmmittee has decided that '
the requirements of 4.9.2 are necessary to assure 'the production

of acceptable welds in all environnantal condition encountered in.
production.
It is re, cognized that the mai'sture absorption of the low-hydrogen covering will vary over a wide range from locality to
,' la'calitf in North Amerien.
The Code, being a general dcc'.=ent, J
must speci'fy requiremarsts which will produce acceptable welds under all cir=umstances and therefore the conservative apprcach must be taken in these matters.
1 It is recognized,by the sube=mmittee that several suppliers of e'lectrodes are supplying. low-hydr = gen electrodes with coverings
- of apsiarently superior resistance to moisture absorptien.
Since these elec rodes are not covered at the present in the ANS Filler Metal Standards, the code must relate to the standard icw-hydrogen electrode.
It should be emphasized that 5.he requi.rements 'of 4.9.2 do not pre-clude the manufacturer or contracter f cm demonstrating to the satisfaction of the Engineer, under the prc.visiens of 5.2, that
