Section (d) of 10CFR50.62 (ATWS Rule) requires each licensee to develop and sebmit a proposed schedule for meeting the requirements of (c)(1) through (c)(5) of 10CFR50.62. It also requires an explanation of the schedule along with a justification if the schedule calls for final implementation later than the second refueling outage after July 26, 1984. The cycle 8 refueling outage at Rancho Seco (scheduled for, fall 1986) is the second refueling outage after July 26, 1984.

The District has reviewed the. requirements of the rule using our Living-Schedule process and has determined that the modifications required by i 10CFR50.62 can be completed during the cycle 9 refueling outage.

The District considers that this schedule is justified based on the i following: ,

  • The Living Schedule review for Rancho Seco has determined that the cycle 8 refueling outage has reached its resource limits.
  • The QA guidance for non-safety related components (Generic Letter 85-06) was not issued until April 16, 1985. Because of delays in its issue the District would have only one cycle to do design and equipment procurement and meet the recommended implementation date in the rule.
  • This modification will be tied into EFIC. EFIC is not scheduled to be completed until the cycle 9 outage.

Hugh L. Thompson Jr. September 30, 1985 Section (c)(6) of.10CFR50.62 required Licensees to provide information sufficient to demonstrate adequacy of items in paragraphs (c)(1) through (c)(5). The District will provide a description of our design" for your review by Janaury 1986.
