DESIGN CONTROL - FLEXIBILITY IN TIMELINESS FOR DESIGN VERIFICATION i

Inquiry: Appendix B to 10 CFR Part 50 requires design verification but l is silent as to when this verification must bb completed. The

[ regulatory guides and ANSI standards have also not addressed specific controls regarding the timing of this verification.

At a meeting in March 1978, the N45.2.12 Work Group drafted a statement'on this subject and asked for NRC com:aents.

Discussion

There is recognition that there must be flexibility on when design verification has to be completed from a requirements 4 '

standpoint. Yet, there must be controlt to guard against abuse and such activities as massive concrete pours which are extremely difficult to reverse should ~it-be necessary to do so. Consequently, the proposed N45.2.11 Werk Group

statement on the timing of design verification was modified as a result of HRR, I&E, and SD comments. This modified statement was provided to the N45.2.11 Work Group for possible incorporation into the N45.2.11 Standard on Design Control and will be used by QAB in responding to questions 4

regarding this subject.

Response: The Branch interpretation regarding the timing of design verification is as follows (modified N45.2.11 Work Group statement):

, use in other design activities. In those cases where this timing cannot be met, the design verification may

! be deferred, providing that the justification for this action is documented and the unverified portion of the i 1

design output document and all design output documents, based on the unverified data, are appropriately identified and controlled. Construction site activities associated with a design or design change shall not proceed without verification past the point where the installation would become. irreversible without extensive demolition and  ;

rework. In all cases, the design verification shall be j

completed prior to fuel load for a plant under construction, or in the case of an operating plant, prior to relying upon the component, system, or structure to perform its safety-related function.
