As a result of the inspection conducted on May 20-24, 1985, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), 47 FR 9987 (March 9, 1982), the following deviation was identified:

I Standard industry practice, as defined by ANSI Standard N45.2-1977, l " Quality Assurance Program Requirements for Nuclear Facilities", states, j in Paragraph 7, " Document Control", that changes to documents shall be i

reviewed and approved by the same organizations that performed the original review and approval unless other organizations are specifically designated.

Contrary to the above, on May 23, 1985, the site Quality Assurance Program 1

Manual, which incorporates the site Quality Assurance Program for Shipping l Packages, did not require that changes to documents be reviewed and 4

approved by the same organizations that performed the original review and approval.

Combustion Engineering, Inc. is hereby requested to submit to this office a within thirty days of the date of the letter transmitting this Notice, a j written statement or explanation in reply, including: (1) the corractive steps i which have been taken and the results achieved; and (2) corrective steps which will be taken to avoid further deviations.
