REVIEW OF LICENSE AMENDMENT REQUEST DATED JUNE 28,1985, AND ITS REVISION DATED JULY 3, 1985 BACKGROUND l Babcock & Wilcox, Lynchburg Research Center (LRC), by application dated

[ June 28, 1985, requested that Materials License No. SMi-778 be renewed '

l in-situ with the understanding that an amended application for renewal I

will be submitted for NRC approval no later than November 29, 1985. The additional time is needed to reformat the present license (application) to conform with the guidar.ce given in Regulatory Guide 3.52, " Standard Format and Content for the Health and Safety Sections of License Renewal Applications for Uranium Fuel Fabrication Plants." By letter dated July 3,1985, the LRC submitted a revised application requesting an extension of the expiration date of its license from July 31, 1985, to January 1, 1986.

DISCUSSI0H Revising the license application from its present format to that recomended in R.G. 3.52 will result in an application that is both more easily reviewed by fliSS and used by the inspection staff and the licensee. All other require-ments of the license will remain the same, and no safety issue is involved.

Also, there is no requested change to the environmental protection requirements of the facilities. None are required since the authorized plant operations remain unchanged. In accordance with 10 CFR 51.22(c)(ll), neither an Envir-onmental Assessment nor an Environmental Impact Statement is necessary for this proposed action.

GENERAL The revised appl { cation dated July 3,1985, was discussed with Mr. E. McAlpine, Region II Section Chief, Material Control and Accountability, on July 25, 1935.

He foresaw no safety or environmental problem with the requested authorization.
