RECENT PRAIRIE ISLAND LICENSING SUBMITTALS  !

1. Issues associated with Code Case N-521:

. Timeliness with response to the staff's request for information was not ,

appropriate. The staff asked for additional information to support use  ;

of the code case in December 1995. The licensee did not provide the l information until July 1996.

. Submittals were not complete in content. The licensee did not clarify [

the scope of the relief needed. Not enough information was submitted to  :

support use of the code case. ,

2. Timeliness of submittals:  !

. Elevated F-star amendment was submitted on September 24, 1996, for use during the next refueling outage, which starts January 25, 1997. l Typically, licensees should allow at least 6 months for staff review of '

amendments.

. Appendix J, Option B was submitted on October 25, 1996, and netded for l the next refueling outage. j 1

. Cooling water systems amendment was submitted November 6, 1996, for use j during the next refueling outage.

3. . Content of cooling water amendment:

. In the first version of this amendment, submitteC on September 11, 1996, the significant hazards questions compared amendment change ta the 1992 condition of the system, not the current system condition.

4. Other recent licensing administrative oversights:

. Submittal of LER No.14 (autostart of diesel driven cooling water pump) was missed. The LER was submitted 41 days after the event instead of the required 30 days. The LER was written following a senior resident inquiry.

. The annual radiation report submittal was missed. The report was submitted following project manager's inquiry into the report's whereabouts.

5. Issues associated with the inservice inspection (ISI) program:

. The content of recent ISI submittals has not been complete and accurate.

Some examples of these are Code Case N-521 and the last ISI 10-year update.
