1 A Taipei County official said councillors voted overwhelmingly i fcr o November 27 referendum on the issue, a rallying point for

,incrcesingly assertive environmentalists.

Taiwan's government has pledged to build the plant in Kungliao villcge, 40 km (25 miles) east of Taipei, in the hope of i

. allcviating electricity shortages.

"We will be the first county in Taiwan.to hold a referendum,"

caid the official.

The county is controlled by the opposition Democratic

Progressive Party and the referendum will be held just before key iciend-wide elections on December 3.

In a landmark referendum last May, Kunglino villagers voted cgninct the construction of the US$6.4 billion nuclear power plant

-- tho island's fourth. Neither the village vote or the planned ocunty referendum are binding on the government.
